What do you mean when we say "The grass is always greener on the other side of the other side of the fence?

            I think this is an a Idiom..based on my opinion it is just like a man and that man is a criminal and his parent want him to start a new life but he didn't,,because whatever you wanted in that criminal and what kind of dress you dress up he/she still a criminal...that what I understand....
